I. Phân Tích Đề 

Để viết đúng trọng tâm và triển khai luận điểm một cách mạch lạc, có chiều sâu, bạn nên hiểu rõ các khái niệm sau:

• Access to clean water = Tiếp cận nước sạch = có nước sạch để uống, để tắm rửa, nấu ăn.
• A water supply free of charge = Hệ thống cung cấp nước miễn phí = mỗi gia đình có 1 hệ thống cung cấp & lọc nước miễn phí do chính phủ phát cho.

• Nếu viết theo hướng AGREE: Việc chính phủ trang bị cho mỗi gia đình 1 hệ thống cấp nước miễn phí thì sẽ đem lại những BENEFITS gì?

AGREE 1 

Điều nên làm về mặt đạo đức -> Nước ảnh hưởng đến tất cả các khía cạnh của cuộc sống -> ai cũng cần nước để tồn tại & sống ngẩng cao đầu -> vai trò quan trọng nhất của mọi chính phủ là chăm lo cho người dân -> chính phủ nên giúp mọi người tiếp cận với nước sạch

 

AGREE 2a 

Một khoản đầu tư hợp lý -> Khi có nước sách -> ít người mắc bệnh lây qua đường nước hơn -> giảm bớt gánh nặng cho hệ thống y tế.

 

AGREE 2b

Tăng năng suất cho xã hội -> Khi mọi người không phải dành thời gian tìm nước sạch -> có nhiều thời gian hơn để học hỏi & cải thiện bản thân -> khai phá được hết tiềm năng của mỗi người -> xã hội phát triển hơn

 

DISAGREE

Không phải là giải pháp tốt nhất -> Các hệ thống xử lý nước sạch cần rất nhiều chi phí để vận hành & bảo dưỡng -> không thu phí đồng nghĩa với việc các nhà máy nước thiếu ngân sách vận hành & nâng cấp dịch vụ -> giải pháp nên là tính tiền dựa trên thu nhập của mỗi người.

III. Bài mẫu

It has recently been proposed that since access to clean water is a basic human right, every household should come with a free clean water supply underwritten by the government. I partly agree with this stand.

From an ethical standpoint, ensuring that every household has access to clean water is the right thing to do. The reason is that water impacts almost every aspect of life and it is one of the most fundamental requirements for human survival and dignity, alongside air and food. Since the primary concern of any government around the world is to protect and promote the wellbeing of its citizens, it makes sense that those in power should allocate resources to make clean water accessible to everyone.

Investing in clean water is also a smart investment. A larger part of a population gaining access to safe water and sanitation often translates to reduced healthcare costs as it can reduce the risk of people contracting waterborne diseases. Having clean water to wash hands or shower also acts as the first line of defense against many infectious diseases, such as Covid-19. What’s more, it can boost productivity. When people no longer have to worry about finding clean water, they can divert their time and effort towards more fruitful endeavours that produce long-term gains. For instance, children can spend more time on their education while adults can learn new skills to realize their true potential.

Nonetheless, making clean water free for everyone might not be the best option. While sounding good on paper, this plan might not be sustainable as it has not taken into consideration the capital outlays associated with the delivery of safe water to everyone. The infrastructure that delivers a supply of clean water and carries waste away from toilets is very costly, complex and requires constant maintenance. If water is free for everybody, governments and water providers will be deprived of valuable resources and revenue that can be utilised to maintain, upgrade and expand these systems. Hence, I believe that the answer is not to make water free, but to make water affordable for everyone. For most vulnerable groups in society who cannot afford water due to factors outside of their control, governments can and should provide clean water for them free of charge. However, for people who are more privileged, they should pay a fair price to have access.

In conclusion, I only partly agree with the provided statement because while there are good economic and ethical reasons to widen access to clean water, a more tailored alternative is better. The price that people pay for clean water should be dependent on their financial status and background.
